Torn Asunder: Mega Effect?
I had a player point out that even though he scored a Serious Effect to the chest of the monster who now will die in X rds based on its Con. That player also asked why couldn't that Monster suffer the effects of a Mild and Medium effect as well. After going through the rules it seemed he had a point. The Dragon that he lucked out on and scored a Serious Effect may die (in say 3 rounds) will still continue Possibly his attacks. However it goes without say that the Dragon would also suffer the -5 to hit from the Moderate Effect as well (I can't remember if its Medium or Moderate Effect.)
Now that I sorted that out and it makes perfect sense I noticed something else in the book that made me start thinking....what about the specific areas section under called shots. A Called shot to the chest is -3 and a called shot to the head is -8, that we know and its results are a Moderate Effect to those locations (See my other thread under the General discussions as I point out that perhaps that should change to possibly.)
Now what about a called shot to the eye or ear? We see that these areas are listed at -11 (or more) there effects are good such as blindness, etc. Now if we look at a called shot to just the head we see that more or possibly better results occur for just taking a -8 to the roll. As nice as the called shot results to the eye are I was wondering if they should also include/Incorporate the Serious/moerate/mild effects as well. Afterall why would anyone want to make a called shot eye with -11 to the roll when a called shot to the Head at -8 yields far better results?

Another Good Question
The dragon should NOT receive any other penalties from either the mild or moderate categories. This effect has already been taken into account in the fact that the dragon must roll a Will save to complete ANY single action, attack or otherwise.
As for your second question, Called Shots are usually used to impose a particular restriction upon the target, not to just inflict damage. Perhaps you want to blind a medusa, deafen a dire bat or throw an unstoppered vial of ingestive poison into the mouth of a bulette. These attacks have specific consequences against these targets.
